This award is based on national occupational standards developed by TOPSS (Training Organisation for the Personal Social Services) and endorsed by the Awarding Bodies, QCA and SQA. It is aimed at managers, deputies and assistants and others who hold managerial responsibilities within care services. The award is structured to ensure consistency whilst being flexible enough to reflect the differing roles of Managers. Twenty-three units have been developed to cover the full range of services involved.
The award has 4 Mandatory Units:

  • Develop and evaluate systems and structures to promote the rights, responsibilities and diversity of people (O3)
  • Manage a service which achieves the best possible outcomes for the individual (RM1)
  • Manage the use of financial resources (B3)
  • Manage the performance of teams and individuals (C13)

Plus at least one from each of the following four sets of units:

  • Manage Activities
  • Manage People and Resources
  • Manage Information
  • Manage Quality

And then 2 further units from any of the remaining units, including assessment and verification units.

Managers may be assessed through observed performance, real work activities, witness testimonies, personal statements, simulation (minimal) and accreditation of prior learning where applicable.

It is impossible to say exactly how long the award would take to achieve, but it is expected management candidates would take between 9 and 18 months to achieve full certification.
